W3C Accepts Microsoft?s Multiple Pointer Types Submission

Today the W3C has accepted and published Microsoft?s submission of a new? way for Web sites and app developers to support multiple pointing devices, such as mouse, pen and multi-touch.

Microsoft: Today, most web content is used with and/or designed for mouse input. Those that handle input in a custom manner typically code to DOM Level 3 Mouse Events. Newer computing devices today, however, incorporate other forms of input, like touchscreens or pen input. Event types have been proposed for handling each of these forms of input individually. However, that approach requires a step function in opportunity cost to authors when adding support for a new input type. This often creates a compatibility problem when content is written with only one device type in mind. Additionally, for compatibility with existing mouse-based content, most user agents fire Mouse Events for all input types. This makes it ambiguous whether a Mouse Event represents an actual mouse device or is being produced from another input type for compatibility, which makes it hard to code to both device types simultaneously.

W3C: The proposed event model described in this specification defines mechanisms for managing multiple concurrent pointer instances simultaneously from one or more input devices, for detecting which pointer event is the primary input, for identifying which device type produced each pointer, for allowing chorded button inputs to detect all of the buttons which are active during the dispatch of the event, and for allowing pointer events to be targeted at specific elements. This event model includes consideration for devices that do and do not allow for ?hover? interaction, a major concern for accessibility.

(AP) ? Neil Young, John Legend, Black Keys, and others wowed thousands who turned out Saturday night for a free concert in Central Park to call attention to poverty worldwide.

Dubbed the Global Citizen Festival, the concert also featured K'naan, Band of Horses and Foo Fighters with Young's performance capping off the evening. Video of the event was streamed worldwide as about 60,000 music fans crowded the park.

Legend made a surprise appearance, playing "Imagine" at a piano on the Great Lawn stage, a short walk from where the song's author, John Lennon, once lived.

The concert was scheduled around the meeting of the United Nations General Assembly in New York this week and organizers used an innovative approach to ticket distribution so that many concert-goers were forced to learn about an array of global problems, such as polio, malaria, child mortality, and polluted drinking water, in order to get a ticket.

Anyone wanting free tickets had to register at globalcitizen.org, which then required users to watch videos or read information about poverty-related issues. Each time material was consumed, users could earn points toward a drawing for tickets. Points were also accumulated by sharing information by way of Twitter or Facebook.

"Our social media campaign has been off the charts," said Hugh Evans, CEO and co-founder of the Global Poverty Project. The approach demonstrates a new model for harnessing digital tools that may be repeated for other big events with political or social messages.

Organizers said more than 71,000 people had signed up online, resulting in more than 3.5 million page views. On average, they spent just over six minutes consuming content or sharing information. Nearly 200,000 pieces of information were shared on Facebook, and just a bit more than that on Twitter. About 170,000 people signed petitions via the site, and there were 98,000 videos viewed to completion.

Evans said the project achieved its goals, set out last year, of getting more than 100,000 people to take action related to extreme poverty while telling a new story about the challenges. To that end, the site conveys information in detailed, documentary-like accounts and uses an array of video, graphics and stories that are friendly for mobile and digital consumption.

Financially, he said, the project also achieved its yearlong goal ? working with an array of organizations like the U.S. Fund for UNICEF, the Earth Institute and Rotary International ? of garnering $500 million in commitments to help fight poverty.

So now what?

Evans said that he's hoping the audience, built online and at the concert, will continue efforts by tweeting President Obama and Republican challenger Mitt Romney to halve extreme poverty by 2015, which is the key U.N. anti-poverty goal. And Evans is working on an announcement in October or November about "a major rock band" getting involved with the anti-poverty efforts.

Social bullying prevalent in children's television

ScienceDaily (Sep. 27, 2012) ? A new research study led by an Indiana University professor has found that social bullying is just as prevalent in children's television as depictions of physical aggression.

The study, "Mean on the Screen: Social Aggression in Programs Popular With Children," which appears in the Journal of Communication, found that 92 percent of the top 50 program for children between the ages of 2 and 11 showed characters involved in social aggression.

On average, there were 14 different incidents of social aggression per hour, or once every four minutes.

While physical aggression in television for children has been extensively documented, this is believed to be among the first studies to analyze children's exposure to behaviors such as cruel gossiping and manipulation of friendship.

"Social aggression was more likely to be enacted by an attractive perpetrator, to be featured in a humorous context and neither rewarded or punished," wrote Nicole Martins, assistant professor of telecommunications in the IU College of Arts and Sciences. "In these ways, social aggression on television poses more of a risk for imitation and learning than do portrayals of physical aggression."

Martins, the lead researcher on the study, and Barbara Wilson, professor of communication at the University of Illinois, conducted a content analysis of the 50 most popular children's shows according to Nielsen Media Research from December 2006 to March 2007. In all, 150 television shows were viewed and analyzed.

Careful attention was given to what was portrayed in the cases of social aggression, whether the behavior was rewarded or punished, justified or committed by an attractive perpetrator.

The findings suggest that some of the ways in which social aggression is contextualized make these depictions particularly problematic for young viewers.

"These findings should help parents and educators recognize that there are socially aggressive behaviors on programs children watch," Martins said. "Parents should not assume that a program is OK for their child to watch simply because it does not contain physical violence.

"Parents should be more aware of portrayals that may not be explicitly violent in a physical sense but are nonetheless anti-social in nature," Martins added.

The vast majority of socially aggressive incidents -- 78 percent -- were verbal: words to hurt the self-esteem or social standing of another character on the program. The most common types of social aggression were insults (52 percent) or name-calling (25 percent). Other common types of negative behavior shown were teasing (10 percent) and sarcasm (9 percent).

Only about 20 percent of all socially aggressive incidents were non-verbal in nature and typically employed a mean face (36 percent) or laughter meant to lower the self-esteem of another character (31 percent). Rolling eyes, finger pointing and simply ignoring the other person also were common.

"We also coded whether social aggression was directly perpetrated at the target -- such as making a mean face -- or indirectly perpetrated behind the target's back -- such as spreading a rumor," the authors wrote. "The vast majority of socially aggressive incidents (86 percent) were enacted directly at the target. Rarely were socially aggressive incidents perpetrated behind the target's back."

While previous research has demonstrated that gossip is one of the most common forms of social aggression in real life, it was rarely seen in children's television shows analyzed for the study. Martins and Wilson concluded that gossip, due to its indirect nature, may have been seen by program producers as being too subtle for advancing a story's plot.

GOLDRUNNER: INVESTING IS ALL ABOUT VALUE! | munKNEE.com

?

1)????? Why has Gold risen 720% since 2001?

2)????? Has your portfolio averaged gains of 720% since 2001?

3)????? The answer is that investing is ALWAYS ABOUT VALUE!

?

1)????? Yet, VALUE is different things in different parts of the long-term cycle.

2)????? This is because VALUE IS ?SEEN? IN DIFFERENT ASSET CLASSES? at different points in the cycle depending on how money printing and interest rates affect different parts of the economy.

3)????? We are currently in the portion of the long-term cycle where money is being aggressively printed to devalue the Dollar.? Here, GOLD AND SILVER ARE THE KINGS OF VALUE because long-term they have a relatively constant value so their price rises aggressively as the Dollar is devalued.

4)????? The dollar has already been devalued over 60% so it is like every Dollar Bill in your pocket been more than cut in half.? Every Dollar in your savings account has been more than cut in half in terms of what you can buy with it.? Other investments that you own that do not have ?intrinsic value? like Gold and Silver have been severely cut in value as the Dollar has been devalued, even if their price has not fallen.? That includes your general stocks, your Bonds, the value of your life insurance policy, and any fixed income that you have.? They are all devalued along with the Dollar they are denominated in.

I have partially addressed how price and value diverge during aggressive Dollar Printing in 2 articles I have already written on Munknee.com, linked below.

PRICE VERSUS VALUE

http://www.munknee.com/2012/09/goldrunner-dow-stock-crash-part-1/

http://www.munknee.com/2012/09/goldrunner-dow-stock-crash-part-2/

The bottom line is that Gold and Silver have been seen as having high levels of intrinsic value by man for thousands of years.? Commodities also have a high, but lessor intrinsic level of value, as ?needs for man.?? There is a gradient of value at any point in the economic cycle.? Eventually, once the economy recovers, the general stocks like the Dow Stocks will rise aggressively in value and price as earnings and dividends rebound as they did from 1930 to the 1970?s; and as they did from the 1970?s to the year 2000.? In both cases the Dow Stocks rose by 10 times their price, or more.? Once this part of the economic cycle is over, we would expect the Dow Stocks to rise 10x, again, or more if enough Dollars are printed.? (I will return then as DJIA-Runner)? That might mean that the DJIA will rise to around 140,000 over the next approximate 15 years in lower valued Dollars.? Yet, for the next few years Gold and Silver will continue to be King while Dollar printing is ramped up even more aggressively to devalue the massive debts and to balance the US Budget based on how much Gold the US holds, and how much higher Gold will go in lower valued Dollars.

Periodically through history the prices of Gold and the DJIA meet in about a 1:1 ratio.? With aggressive Dollar printing the price of the Dow will likely go lower over the next couple of years, but will remain fairly high in cheaper Dollars.? My work suggests that Gold and the DJIA will likely meet on a 1:1 ratio in a range of 10,000 to 12,000.? If so, that would mean approximately another 600% rise in Gold while the DJIA stays flat, or falls about 10%.? Anybody who thinks the Dow is ?going to crash? while Dollars are aggressively printed does not understand simple math.? In fact, the Dow has already crashed by 80+ percent, but it was a ?Silent Crash? in terms of VALUE- not PRICE.

At the recent low area for Gold, the Central Banks of the World were huge buyers.? These are the same guys who are aggressively printing paper money, and they know the printing will force the price of Gold much higher.? In fact, they are depending on exactly that to devalue the huge government debts and to force Gold higher to balance the government budgets.? They were buying Gold as ?insiders?, knowing they will be forcing the price of Gold higher, eh?

VALUE- At this point in the cycle Gold creams practically everything in terms of value so it rises aggressively in price as investors ?chase it.?? The same is true for Silver.? The Gold and Silver Stocks are just now entering the point where they gain huge leverage to the price of Gold and of Silver which will increase their earnings, BUT it will be the huge increases in Gold and Silver RESERVE VALUATIONS in the ground as Gold and Silver go parabolic that will really jettison the Gold and Silver Stocks, higher.? That is exactly how it was from this point forward in the late 70?s.? Has anything changed in terms of Dollar Printing?? I don?t think so!

Fears big 3 will sweep 3G auction - The Nation

3G

Usanee Mongkolporn
The Nation September 28, 2012 1:00 am

A telecom industry source said, however, that even if more than three companies joined the bidding, it might not change the perception of some critics that the auction terms and conditions were aimed at paving the way for Advanced Info Service (AIS), Total Access Communication (DTAC) and True Corp to monopolise the spectrum slots.

Bidders who want to take part in the auction must submit applications to the National Broadcasting and Telecommunications Commission (NBTC) by 4.30pm today, along with a cashier's cheque of Bt1.350 billion, a guarantee of support from banks should they win, and an application fee of Bt500,000.

The NBTC will announce the names of auction participants on October 9 and hold the spectrum auction on October 16.

AIS has selected its subsidiary Advanced Wireless Network (AWN) to take part in the bid. AWN is expected to submit its application to the NBTC today at 8.45am.

DTAC has selected its subsidiary DTAC Network; it will submit its application at 9am.

True has selected its subsidiary Real Future as bidder.

To date, 17 companies have picked up the information on the auction's terms and conditions. Among them are AIS and its two subsidiaries, AWN and Advanced Mobile Broadband; DTAC subsidiaries DTAC Internet Network and DTAC Broadband; and True Corp subsidiaries Real Future, Real Move and TrueMove.

The remaining interested parties are BB Connect of Benchachinda group, former owner of DTAC; Jaya Soft Vision, a subsidiary of telecom-solution firm JRW Utility; Cable Thai Holding, a cable TV operator owned by Wichai Thongtang, former lawyer for ex-premier Thaksin Shinawatra; ACT Mobile, a subsidiary of TOT; Victory Motor; Tantawan Telecommunications; Jasmine International and its subsidiary Jasmine Telecom Systems; and Symphony Communication.

Victory Motor and Tantawan were founded by family members of Yuthana Photasuthon, who is the son of senator Prasit. Prasit's daughter, Patamawadee, is director of Victory Motor, while Prasit's wife, Duangkae, is director of Tantawan. Tantawan was founded on September 17 with capital of Bt100 million.

This is not the first time that the Photasuthon family has taken an interest in the spectrum bid. Two years ago, Patamawadee headed an application by WinWin NGV to join the bid for 2.1GHz spectrum slots to be held by the NBTC's predecessor, the National Telecommunications Commission (NTC). But that application failed due to the lack of a cashier's cheque and bank guarantee.

However, a telecom industry source said that Tantawan could emerge as the fourth serious bidder this time, having already hired a consultant to help it mount a successful bid.

Another source added that the company was seeking a bank guarantee from Bank of China in Thailand.

tomwilkinsons: arthurt's Site - Bring back your creativity | Self ...

You need a 7 Day BrainwashI must be honest. There are some days when I sit down to write and I think there?s not a shred of creativity in me. Today, as I began, was one of those days.

So I thought, why don?t I tell them about that? How do you get creative or resourceful when it just doesn?t seem to be there?

Easy peasy, as we used to say at school. (I think we might have added ?lemon squeezy? too ? but who cares?).

I simply remember all the times I have been resourceful. I see myself sitting at my desk writing furiously, wondering how on earth so much time can have passed I?m on such a roll. I recall times when I was teaching, or explaining something passionately to my kids, or when I had to think up a plausible excuse to get myself out of a hole, or when friends dropped in unexpectedly and I concocted a meal out of a larder I had considered empty ?. the number of times any one of us has been creative and resourceful is huge.

Pretty soon, my brain is so full of ideas, I wonder if I can just keep to one a day. My posture changes, I may walk about, my breathing is different.

And you know what? You can do it the other way round too. If I change my posture, my breathing and my movements to the way I am when I feel creative, that old creative feeling comes back all by itself.

This kind of hair restoration is not for every person. Essentially, the even more hair you need to start with when you begin the treatment, the better your results will be. The treatment, which is done by means of a light shone close to the hair to release hair growth-stimulating phototherapy deep into the scalp?s tissue, is painless however can easily supply a tingling feeling in the scalp. Men and women alike can take advantage of laser light treatment, which includes no cutting or significant healing afterwards. This is part of the treatment?s appeal, as many ladies have difficulty dealing with their hair loss and finding an ideal treatment to end or reverse it.

Just what is not part of the treatment?s appeal, nonetheless, is the expense. While creams and implants are most certainly expensive in their own right and produce their very own differing outcomes, laser hair therapy is not a low-cost treatment. Nor is it covered by insurance in most cases, being considered a cosmetic treatment. Since hair stimulation by means of lasers should be executed many times in order to work for most people, the bucks to obtain a full head of hair can add up. As a result, many people decide to do laser hair treatment at home, which could or would not produce optimal outcomes. Once more, the more hair you have to start with when beginning this state-of-the-art treatment, the better outcomes you will generally have. But just how really good are the outcomes anyhow?

Studies show that people who go through laser hair therapy will certainly experience the end of hair loss in 85 percent of therapies. This indicates, 85 percent of people who effectively undergo the treatment will stop losing their hair. However this does not mean that their hair will instantly grow back. Only 55 percent of people who go through laser hair therapy actually grow back hair or grow new hair, which can be frustrating for more than half of the people who go through the pricey treatment. Nonetheless, just to have baldness stop is enough to keep many people coming back again and again. In many cases, the results of the therapy are long-term.

If you are considering getting laser hair therapy, pick a respectable physician who has actually carried out the procedure prior to. Since it is a relatively brand-new science, this would take a bit of research. You can easily additionally choose to do the treatment at home yourself, however do not expect to obtain the exact same results from the therapy as you would certainly with an expert service. Nevertheless you decide to tackle it, laser hair therapy may be merely the treatment you should get back the hair you have constantly preferred. You could merely get better results than you ever dreamed you can have.

Indonesian ferry collides with ship; 8 dead

JAKARTA, Indonesia (AP) ? A passenger ferry collided with a ship believed to be carrying liquefied natural gas and sank west of Indonesia's main island early Wednesday, killing at least eight people, officials said.

The ferry carrying more than 200 crew and passengers collided with the ship about 40 minutes into its 90-minute journey, said Heru Purwanto, an official at Bakauheni port on southern Sumatra island.

Experts were checking for gas leaks in the carrier. The collision occurred about 4 miles (6 kilometers) from Bakaheuni in Lampung province, said Bambang Ervan, a Transportation Ministry spokesman.

"The ferry went down so fast after the collision," Purwanto said. It sank 20 minutes after the captain sent a distress signal, enabling 10 merchant ships sailing nearby in the busy Sunda Straits to immediately start rescuing passengers and crew, he said.

He said the manifest showed the ferry was carrying 213 passengers and crew, as well as 78 vehicles. It has an official capacity of 300 passengers and 70 vehicles.

But manifests are often unreliable in Indonesia because tickets are sold onboard to passengers who are never registered.

Purwanto said more than 210 passengers and crew had been rescued and eight bodies were pulled from the water, including a 10-year-old girl. They are believed to have jumped into the sea without life jackets and could not swim, he said. More than 80 passengers were hospitalized with injuries, including at least one in critical condition.

Two helicopters and two military ships were joined by naval divers and several other search and rescue vessels in the search for survivors, said Gagah Prakoso, a spokesman for the National Search and Rescue Agency.

There was no immediate word on the cause of the collision or whether the South African-flagged vessel carrying the liquefied natural gas was damaged.

The Bahuga Jaya ferry links Java with southern Sumatra island. It went down after departing from Merak port in Java.

Ferries are a major source of transportation in Indonesia, the world's largest archipelago nation, with more than 17,000 islands and a population of 240 million. Sea accidents are common due to overcrowding and poor safety standards.

Scottish Power review ?5m advertising business through creativebrief

ScottishPower are currently carrying out a review of their creative business and have engaged creativebrief to support this process.

The utility brand will look to engage their consumer base on a more emotional level and to engender a deeper sense of trust and reliability in a market that has lost this due to ongoing price hikes and environmental debates.

ScottishPower will also look to support the brand through marketing on a broader national scale ? whilst their customer base is UK-wide, marketing has previously tended to be focused on specific regions within the UK.

The incumbent on the business is Newhaven who will be involved in the review.

Microsoft rushes out IE browser flaw fix

Steve Evans Published 20 September 2012

Millions of users around the world were potentially at risk

Microsoft says it has fixed a flaw in its Internet Explorer browser that left millions of users exposed to cyber attacks.

Redmond has said it will release an emergency patch to fix the security glitch on Friday, 21 September. It had previously announced a workaround that would temporarily protect users against threats.

The flaw was discovered by Luxembourg-based researcher Eric Romang, who said it affected all versions of the browser, except IE10, the most recent version. However, because IE10 is so new it is not being used by a large number of people.

If exploited by cyber attackers the flaw could result in users' PCs being taken over and malware being planted on them.

The incident prompted Germany's government to warn businesses not to use IE.

"This cumulative update for Internet Explorer has an aggregate severity rating of Critical," Microsoft said on its blog. "We recommend that you install this update as soon as it is available. If you have automatic updates enabled on your PC, you won't need to take any action, it will automatically be updated on your machine."

The blog also said other issues will be fixed along with this critical one.

According to Reuters, the company has also stressed that the "vast majority" of users were not attacked as a result of the flaw.

Internet Explorer has seen its market share steadily eroded over the last few years as rivals such as Google Chrome and Firefox enter the market.

Currently IE has around 33% of the world's browser market, just behind Chrome on 34%. However at its peak IE claimed around 70% of the market.

Drought 2012: Moldy Corn and Crop Insurance | Integrated Pest and ...

Damon L. Smith, Plant Pathology (UW-Madison/Extension), Paul D. Mitchell (Agricultural and Applied Economics, UW-Madison/Extension)

To download this article as a PDF file click here.

Corn harvest is beginning throughout Wisconsin and should proceed quickly with the projected dry weather.? Though the USDA estimates that the state average yield will be 130 bu/ac, yields have been varying greatly from one location to the next.? Some growers will find themselves with decent yields and good test weights, and so they may feel no need to contact their crop insurance agent.? However, due to the moisture and heat stress with the drought of 2012, Wisconsin farmers should be especially aware of moldy corn this year, for the health of their livestock and food safety.? Buyers will also be looking for moldy corn; we have already heard reports of loads of corn being rejected due to mold and mycotoxin contamination.

Quality losses due to moldy corn are insurable losses for those with crop insurance, even if the total harvested yield will not trigger an insurance indemnity.? Appropriate grain samples have to be collected and tested before harvest.? Farmers suspecting losses due to moldy grain should contact their crop insurance agents before they harvest, otherwise they may forfeit crop insurance indemnities for quality loses.

Corn Molds and Mycotoxins

Aspergillus species and Fusarium species are fungi that cause molds and produce mycotoxin problems in corn.? Both are very common in nature.? Aspergillus species tend to grow best between 80 and 100 degrees F, with 85% relative humidity and grain moisture of 18%-20% also favoring fungal growth and aflatoxin production.? Fungal infections are also more common in corn under stress, such as from drought, heat, insects, nutrient deficiency, etc.? As a result, Aspergillus ear rot in corn is typically more common in southern states, but conditions in Wisconsin during 2012 where favorable for increased risk of Aspergillus ear rot.

Fungal growth and visible mold on corn can lead to grain contamination with mycotoxins ? toxins produced by these fungi. ?Aspergillus ear rot on corn can produce aflatoxins ? highly toxic compounds officially listed as potential carcinogens.? The U.S. Food and Drug Administration (FDA) has established aflatoxin maximum acceptable limits of 20 parts per billion (ppb) for corn used as feed for dairy animals and 0.5 ppb in milk.? These extremely low levels reflect the highly toxic nature of these compounds and the importance of examining corn at harvest and testing for aflatoxin.

Other mycotoxins can also cause problems.? More common in the upper Midwest are Fusarium species that can infect corn kernels and produce fumonisins and vomitoxin.? The FDA has established maximum allowable levels of fumonisins in corn and corn products for human consumption ranging from 2-4 parts per million (ppm).? For animal feed, maximum allowable fumonisin levels range from 5 ppm for horses to 100 ppm for poultry.? Vomitoxin limits are 5 ppm for cattle and chickens and 1 ppm for human consumption.

Reducing Mycotoxin Risks

Before harvest, farmers should check their fields to see if moldy corn is present.? Similarly, during harvest they should carefully monitor the grain for mold.? If substantial portions of fields appear to be contaminated with mold, it does not mean that mycotoxins are present and vice versa.? Appropriate grain samples should be collected and tested by a reputable lab.? Work with your corn agronomist or local UW Extension agent to ensure proper samples are collected and to identify a reputable lab.? If tests show high levels of aflatoxin in grain, that grain SHOULD NOT BE BLENDED with uncontaminated corn.? The FDA has established a ?do not blend? policy for aflatoxin due to its extreme toxicity.

If you observe mold in certain areas of the field during harvest, consider harvesting and storing that corn separately, as it can contaminate loads and the fungi causing the moldy appearance can grow on good corn during storage.? Harvest corn in a timely manner, as letting corn stand late into fall promotes Fusarium ear mold.? Avoid kernel damage during harvest, as cracks in kernels can promote fungal growth.? Also, dry corn properly (12% or less), as grain moisture less than 12% typically inhibits fungal growth.? Finally, keep storage facilities clean.

Crop Insurance Rules

Quality losses due to moldy corn are insurable losses for those with crop insurance, but to claim indemnities, growers must follow crop insurance rules.? If you suspect aflatoxin or other mold issues, contact your crop insurance agent before harvesting, storing or selling the corn.? Farmers will likely lose indemnities for grain quality losses if grain is harvested.? If aflatoxin tests indicate contamination above safety limits (e.g., 20 ppb for aflatoxin), insured growers following proper procedures will be compensated for the reduction in value of the grain.? The key is to communicate with your crop insurance agent before harvesting contaminated grain.? Your crop insurance agent will tell you how to proceed: how to collect grain samples and how many samples to collect.? Also, growers may be asked to leave un-harvested rows for crop loss adjustors to use to determine indemnities.? Expect delays in crop loss adjustment, as the system is overwhelmed with insurance claims this year, but your crop insurance agent will be able to tell you how to proceed to confirm suspected aflatoxin contamination in order to receive indemnities if they are due.

For More Information

Contact your local UW Extension agent or the authors with questions or for more detailed information and your crop insurance agent with specific questions regarding your crop insurance coverage.? Also, the USDA Risk Management Agency also has two fact sheets:

Obama: It takes more than 1 term to fix economy

(AP) ? President Barack Obama says change takes more than one term in the White House, more than one president and more than one party.

His message to thousands of cheering supporters at a rally in Milwaukee was a rebuke to rival Mitt Romney, who claims Obama's policies have failed to turn the economy around.

The crowd of about 18,000 in a steady drizzle was the largest yet of Obama's reelection campaign. It was Obama's first appearance in Wisconsin since February.

At the rally and at two fundraising events in the state, Obama resurrected the promise at his nominating convention to create 1 million new manufacturing jobs. Wisconsin is better off than many states with a 7.5 percent unemployment rate, has seen its manufacturing industry hard hit in recent years.

UK lawmakers tell G4S to waive $92 million fee for Olympic failure

LONDON (Reuters) - G4S's bill for its embarrassing London Olympic staffing failure could rise after British lawmakers demanded the embattled security firm waive its management fee and compensate Games staff neglected in its chaotic recruitment drive.

The world's biggest security firm has been under fire since admitting just two weeks before the Games began that it could not provide a promised 10,400 venue guards, embarrassing the government - a key customer - and forcing British troops to cancel holidays and fill the shortfall.

G4S has already estimated a 50 million pound ($81 million) loss on the Olympic contract relating to the cost of deploying additional police and military personnel and the likely penalties the London Organising Committee of the Olympic and Paralympic Games will impose, but that may prove conservative.

In a report published on Friday, Britain's Home Affairs Committee, which twice hauled in G4S chief Nick Buckles to explain the Olympic debacle, said responsibility for the failure was with G4S and that its most senior personnel should be held accountable for making misleading staffing assurances to security officials so close to the start of the Games.

"Far from being able to stage two Games on two continents at the same time, as they recklessly boasted, G4S could not even stage one," said Keith Vaz, Chairman of the influential Home Affairs Committee, referring to an interview managing director of G4S Global Events, Ian Horseman Sewell, gave to Reuters in July.

"G4S should waive its 57 million pound management fee and also compensate its staff and prospective staff who it treated in a cavalier fashion."

LOCOG has so far parted with only 90 million pounds of the 237 million pound contract and earlier this month insisted the remainder would have to be negotiated.

In a statement on Friday G4S accepted responsibility for its failure to deliver in full on the security contract, but reaffirmed its right to the management fee, which relates to set-up costs for the operation.

Vaz advised LOCOG to negotiate "robustly" with G4S in the public interest on the remainder of the contract.

The total security contract for the Olympics is worth 284 million pounds, including work already paid for in 2011 by the Olympic Delivery Authority.

G4S said discussions on the final financial settlement with LOCOG were underway.

The staffing blunder has already hit G4S hard, hurting its share price, bringing Buckles' job into question and jeopardizing its future chances of winning core government work - the chief concern for the board and shareholders.

With an internal report on the debacle due out this month, their views on whether the company can still win UK prison and police contracts with Buckles - a 27-year company veteran - at the helm are likely to weigh on a decision about his fate.

RECRUITMENT SHAMBLES

The Committee said it had received submissions from applicants that wanted to work for G4S at the Olympics with many explaining that they had been dropped without explanation despite passing an interview and vetting stage. Others were accredited and trained but had no work when the Games started.

"One applicant from Northern Ireland says that he reported for work in Glasgow as requested but was sent home because G4S had run out of uniforms," the report read, adding that the day after the Olympic closing ceremony was the first date on which the number of staff supplied by G4S met LOCOG's demand.

G4S, which eventually supplied 7,800 guards for the Games, said it had already started compensating some of the staff affected.

"G4S has already agreed a process, in conjunction with the GMB Union, for compensating those candidates who completed training and accreditation or made a significant journey through the recruitment process, but were unable to work at the games," the company said in a statement.

G4S, the world's second-largest private sector employer, running operations from border control to guarding ships from pirates and cash transportation in 125 countries, makes over half of its 1.8 billion pounds of British revenue from the government.

As private sector involvement in police and criminal justice services - key markets for G4S - grows, the Committee recommended the government should establish a register of high-risk providers, with "a track-record of failure in the delivery of public services".

The debacle is the second major setback for the firm inside a year after it caved in to investor pressure to scrap a 5.2 billion pound acquisition of Danish cleaning firm ISS at a cost of around 55 million pounds last November.

The group, which in August posted a 5.8 percent rise in first-half revenues to 3.9 billion pounds, is expected to make a full-year pretax profit of 424.89 million pounds according to a consensus of 17 analysts polled by Reuters.

Shares in the FTSE 100 firm fell heavily after the staffing shortfall was first announced but have recovered to around 5 percent down on before the news, valuing the business at around 3.7 billion pounds. $1 = 0.6164 British pounds) ($1 = 0.6173 British pounds)
