South Africa: Mandela making progress in hospital

JOHANNESBURG (AP) ? Nelson Mandela is making "steady progress" while being treated for a recurring lung infection and he had a full breakfast on Friday, South African authorities said.

The office of President Jacob Zuma released a statement in which it said the former president and anti-apartheid leader was in good spirits after being taken late Wednesday to a hospital in the capital, Pretoria.

"The doctors report that he is making steady progress. He remains under treatment and observation in hospital," the statement said.

"We would like to repeat our appeal for the media and the public to respect the privacy of Madiba and his family," it said, using Mandela's clan name, a term of affection.

It is 94-year-old Mandela's third trip to a hospital since December. At that time, he spent three weeks in a hospital in Pretoria, where he was treated for a lung infection and had a procedure to remove gallstones. Earlier this month, he was hospitalized overnight for what authorities said was a successful, scheduled medical test.

The Nobel Peace Prize laureate has been particularly vulnerable to respiratory problems since contracting tuberculosis during his 27-year imprisonment for fighting white racist rule in his country.

President Barack Obama said Thursday he was concerned about Mandela's health, but noted he was as strong physically as he has been in leadership and character. Obama said he was sending his thoughts and prayers to Mandela, and he described him as a hero and an inspiration who gave everything to his people.

Zuma's office said Thursday that doctors were acting with extreme caution because of the advanced age of Mandela, who has become increasingly frail in recent years.

Mandela, who became South Africa's first black president in 1994, is a revered figure in his homeland, which has named buildings and other places after him and uses his image on national bank notes.

It is an exciting time to be in business ? the ideas being created online are shaping the future of the Internet and how we consume.?

I started my business 2 years ago by putting up a single poster in a shop which attracted my first clients and today I am still trying to translate that idea of the local in the wider world of the Internet. ?

The single most important route to market is through word of mouth advertising, and this is where one begins.

I run a childcare agency called Nanny Network, connecting parents in London with nannies and babysitters.? We offer a wide range of services, and most recently added a new ?emergency childcare? helpline, which is keeping me on my toes.? I have also started another company ?Book a?Babysitter? which is still being designed but is already very popular.

I started my business with no funding and no money at all while I was working myself as a nanny - ?this gave me a great head-start and meant I could really offer value to my customers right from the beginning.?

I created the business in the area I grew up in so I know it really well and this hyper local element meant the business had some authenticity online.?

I also did thorough research into my competitors ? I was offering the same service as them but I wanted to deliver it in an improved and more modern way.? I posed both as a nanny and a parent online and also in person to really understand what competitors were offering and how I could do it better.

Creating my website was in two important stages. The first step was in the design of my website ? I wanted it to be fresh and aesthetically pleasing rather than just a holding page with some random information.? In order to offer a decent website you have got to get techy ? you have got to understand what goes behind a website and how search engine optimisation works.? Once you build the correct front and back end of your site, the second step is to engage properly with your customers.? You won?t be able to do this unless you know very well who your customers are and where they hang out online. ??Once you are sure, you need to monitor what is happening in their world, and listen to them.? Find out what bothers them and offer a solution. ??

The more you know about your customers, the more you can offer them.

I wanted everything we do online and offline to be simple and transparent for our clients.? By simple I mean easy to use and convenient ? both for the clients but also for me as I didn?t want to be drowning in a sea of admin every day.? In making everything transparent ? in terms of how we recruit and who we recruit I was listening to my customers and I was adding honesty to the business which some other agencies have neglected to do.?

Marketing is something I find fascinating and especially now with the power of social media you can have really cheap marketing because other people are doing it for you! Today the dissemination of information means everybody has a voice online and if you can manipulate that song so they are mentioning you then are on to a winner.? Social life has migrated online and so you really need to get tuned in with the flow of online marketing and how to manage it. ?

In the beginning I felt like I was making everything up as I went along and I just said yes to every customer.?

Now I still say yes but the difference is I now know how much work is involved and how to price accordingly.? It is really important to get a tight business model in place as soon as possible so you have a map in your head to work with. You also need to know where those roads lead to as being an entrepreneur you must think innovatively and always be prepared to change the route if necessary.

An interesting theory is the ?Lean Startup? I find this type of work exciting ? reading about this made me see how I can experiment in my business and I love doing this ? it is a great progressive way to business ? constantly changing how you operate or offer a service and measuring the response.?

Sometimes you never know how people respond to something until you test it and this is fundamental to being successful.?

For example, after one year of running Nanny Network I decided to create a new website, one that could offer more information and certainly do more for the customers.? The new website was also cleaner, slicker and much more professional.? When I launched it - the phone stopped ringing and I couldn?t work out what went wrong.? It seemed that people were responding well to the old website which although looked patchwork, made customers feel at ease and emotionally they felt at home.? The new one was almost over the top and I had suddenly lost the simplicity and the sentiment of the old one.? However, I stuck with the new version, old customers came back and the new ones loved it ? they loved that you could view nanny profiles online and that you could book and pay online.? There was no point in putting back up the old one ??business and entrepreneurs need to be progressive and reinvigorate old ideas.?This is the ethos behind the ?Lean Startup? theory.

I am inspired by some big websites out there.? My favourite is Airbnb.? This is such a wise idea, creating a simple and beautiful website, which relies on people sharing their thoughts on places to stay.? In the chaotic world of todays Internet, this is they key to standing out.? If people can enjoy looking at and using a site and they can interact with it by sharing information or thoughts - they will spread the word for you.? Airbnb absolutely nailed this idea and created a website which is stripped down, and is a simple pleasure to use.? I love their use of huge dreamy visuals on the homepage with a very simple search box to find what you need. ?Makes you want to book a holiday there and then.? Far too many websites are too text heavy ? makes you want to fall asleep !

Mine still needs a lot of development but I am seeing it as a work in progress.?I see my whole business as a work in progress.?I am still responding to what customers need and I am certainly still learning how to go about it all. ??

At times it felt more like a project and at other times it was a real struggle financially and I felt like I was interning in my own company.

I am very into the idea of growing my business organically ? I am still looking for investment for a new idea, I have had some offers but they weren?t good enough.? I?m still shopping around for the best deal.

Networking is very important no matter what your business ? I shied away from these kind of events for ages but it is actually vital to being an entrepreneur.? I was once at an event and a woman was on at me about her cosmetics company and she certainly gave me my ?lightbulb? moment.? I had been playing around for a while with an idea in my head about supplying babysitters to top hotels in London and she said when she was struggling, she simply took her tiny bottles of smells to a few 5-star hotels and asked if they wanted to stock them.? The idea was simple ? I just approached the top hotels in London in person and asked if they wanted our babysitters ? now we are close to signing contracts with some very big hotel conglomerates.? I would not have seen the simplicity in the idea if I had not got talking to that lady over a free glass of wine.?

Sometimes you can over-complicate an idea in your head and you just need somebody to point out the obvious.?

Here are some of my (perhaps obvious) tips:

• Do not ever be afraid to pick up the phone if you want something whether it is simply information or a potential new client.

• Surround yourself with people who inspire you.

• Clean up your act online ? are there Facebook pictures available publicly of you drunk in first year? Get rid of them.

• Smarten up ? A big chunk of what I do is recruitment.? I can tell you first impressions are everything.? Get a haircut, polish your shoes, do what it takes to appear smart and fresh always.

• Be friendly, polite, and savvy but never gushing.? It?s over-bearing and puts people off.

• Always follow up, always say thank you.

• Get techy ? you can?t afford not to.? Same with financials.?? Get to grips with this ? if the numbers don?t add up ? you don?t have a business.

• Automate every possible corner of what you do so you can free up your valuable time.

• With every opportunity there is ?risk? so don?t get too excited at each hand shake.

• Realise what you are good at and also what you are bad at.? Hand over the things you can?t get your head around to somebody else and pay them for their time.? You will save tons in the long run.

• Have a ?power hour? every day, twice a day.? I learnt this from my old boss.? Productivity goes through the roof.

• Is your site ?mobile friendly?? It has to be.

• Look at video marketing ? 90% of all traffic is through videos, I?m missing out ? we are all missing out on this and it?s the future.?

Airlines around the globe have gone to great lengths in recent years to reduce the weight they carry, with an eye to decreasing fuel requirements and increasing profit.

That was especially true when soaring fuel prices in 2008 threatened to upend the industry ? a year before the recession actually did. But one economist suggests airlines haven?t gone far enough, that it?s time airlines built a system to monetize their greatest weight variable: the passenger.

Removing excess weight from an aircraft can have a tremendous impact on overall profitability and allows it to be more competitive by keeping fares lower.?WestJet Airlines Ltd., for example, has gone to extraordinary measures to reduce weight, from shrinking the size of its in-flight magazine and printing it on lighter paper stock to using a lightweight paint on the aircraft.?Simple things like switching to lighter service carts are saving roughly 1.8 million litres in fuel a year, the carrier said.

Air Canada has done the same, switching to lighter seat covers, carpeting, and even using iPads on flight decks rather than manuals, which save about 40 kilograms per flight.

Both airlines are reducing the amount of water ? even the amount of fuel ? they carry on shorter flights to lighten the load.?The benefits are clear ? Air Canada estimates that for each kilogram it removes from one of its Boeing 763 aircraft, it will save 3,925 kilograms of fuel every year.

At the same time, while charging for excess weight for checked bags has long been the standard, charging to check a second bag ? even a first ? has become common.

Air Canada and WestJet will also be rolling out higher-density cabins in the coming months using lightweight seats that allow for more passengers without overly impacting comfort or the weight of the aircraft.

But while passengers might be already feeling the squeeze, an economist from Norway has another modest proposal for airlines to better balance the weight they carry with the revenue they collect by charging passengers based on overall weight ? including themselves and their luggage.

Bharat Bhatta specializes in econometrics and choice modeling and is an economist working as an associate professor in Sogn og Fjordane University College in Norway. He argues that more airlines should consider a ?pay-as-you-weigh? model for ticketing where those who weighed more than the average passenger would pay more, while those who weighed less would get a discount.

In the March issue of the Journal of Revenue and Pricing Management, Mr. Bhatta wrote that the model would not be discriminatory toward obese people and would also strike a better balance for those who are underweight.

?A passenger gets a fixed amount of weight for the baggage and an unlimited amount of weight for oneself under the status quo,? he wrote in the article.

?Many passengers ask why airlines only charge for overweight baggage but not for overweight passengers, if weight is the key concern for an airplane operation and more weight results in more fuel consumption,? he added.

To be clear, no airline has openly discussed implementing such measures since Irish low-cost carrier Ryan Air first floated the idea in 2009 after nearly a third of its passengers responding to an online survey said they supported the move.

Richard Bartrem, WestJet spokesman, said he believes no carrier, even the ultra-low-cost carriers, has taken the step yet because of the backlash they would receive from consumers.

?The public uproar would not be worth the risk, ? he said. ?Who would want to be the one to take the first step??

But the Canadian Transportation Agency has no specific precedents that would prevent such measure from being implemented, said Chantal Laflamme, a spokesperson for the agency.

The Supreme Court did uphold the CTA?s one-passenger-one-fare policy in 2008, which now prevents Air Canada, WestJet and Jazz from charging the disabled for a second seat, including those who are considered disabled by obesity and unable to fit in a single seat. But the regulations in Canada do not apply to people who are obese but not disabled as a result of their obesity.

Both WestJet and Air Canada require a medical certificate for obese passengers to qualify for the extra seat at no charge. In order to remove error or confusion, Air Canada?s assessment form instructs the qualifying physician to seat the patient on a ?paper covered examination table? and carefully measure and record the size of their posterior. In many other countries, the free seat is not an option.

Several international carriers, including Southwest Airlines, encourage obese passengers to purchase an extra seat under their so-called ?customer of size policy,? which will see the last person to check in to a full flight bumped if it is deemed that the person is too large to fit into a single seat. But not necessarily the obese one.

Last year, the U.K. Court of Appeal also opened the door to so-called ?fat taxes? on passengers when it ruled that the Montreal Convention, a framework of international rules and regulations on air travel, takes precedence over parts of Britain?s discrimination and disability laws once the aircraft leaves the runway, eliminating a passenger?s ability to seek redress for being charged for a second seat.

Linda McKay-Panos, a lawyer and executive director of the Alberta Civil Liberties Research Centre, was the complainant in one of the cases that led to the Supreme Court?s one-passenger-one-fare policy after she was forced to fly in an economy seat on an Air Canada flight in 1997 that couldn?t accommodate her.

Her 11-year fight with the airline to change its policy to accommodate obese people contributed to the changes it has since adopted to not charge for a second seat.

She said the pay-as-you-weigh policy might make a good economic argument, but doesn?t think it would fly here in Canada.

?I think that?s ridiculous,? she said. ?That?s a slippery slope of blaming people. When you?re in the business of serving the public, you take them as they come.?

While the statement may prove contentious, Mr. Bhatta argues the current system is already discriminatory in that passengers who weigh less or are carrying less luggage are already subsidizing the flights of those who are carrying more weight and raise the overall average weight of passengers and therefore fares.

Mr. Bhatta argues airlines have dynamic pricing models that charge different prices to different passengers based on when they book their flights, whether they?re flying direct or with a layover, among other variables to maximize the price of fares and minimize the amount of empty seats on their flights.

?We emphasize that the fare policy that charges heavier passengers more but does not give any discount to lighter passengers can benefit only the airlines but harm the passengers and the society at large,? he said.

But he said carriers are failing to maximize their profitability by not charging more to passengers who are above the average weight and cost them more to fly, he said.

?Charging according to weight is a standard principle in transporting goods by any transport modes such as rail, road, human or pack animals, air and water,? he said.

But Mr. Bhatta acknowledged it may be a difficult system to enforce without impacting check-in times and causing major disruptions for the travelling public.

He floated several models from charging based strictly on the weight of the passenger plus their luggage, or the passenger themselves with a weight limit on their bags.

Or, he said, airlines could determine an average weight for a passenger and their bags, and grant them a 25% window on other side before the fees or discounts kick in.

He argued the measures could be enforced either through self-declaration at the time of purchase, with random checks to enforce the issue, or charging a fixed fare with an extra fee tacked on or refunded to a credit card after a weigh-in.

But he also argued it could cut down on security lines, because it could replace the need to charge for a first and second checked bag and reduce carry-on luggage.

?Although every passenger will not benefit from the model, one does not pay for others? excess weight as in an average fare policy. Charging according to weight and space is a universally accepted principle not only in transportation but also in other services,? he said.

For more than 30 years, Russian spaceships have taken two days to dock with their target ??but on Thursday, the travel time for a Soyuz capsule carrying three spacefliers to the International Space Station is being trimmed to six hours.

Has the Soyuz suddenly become speedier? Not really.

The Soyuz itself won't fly any faster when it's sent into space at 4:43 p.m. ET from Russia's Baikonur Cosmodrome in Kazakhstan. It won't have any fundamentally new or improved guidance and navigation system. "All the systems of the vehicle are the same, but the work is more intense," Russian cosmonaut Pavel Vinogradov, the Soyuz's commander, said last week during a news briefing. "There are no new systems or modes in the vehicle, but the coordination work of the crew should be better."

This faster flight plan is possible only because someone else is doing the real work. The space station itself has shifted its position to be nearer to the Soyuz when that spacecraft goes into orbit. It is quite literally moving itself right in front of the speeding Soyuz.

The rapid rendezvous procedure has already been tested twice with robotic supply flights, but this is the first time it's been used with a crewed spacecraft. If it works, the crew should be docking with the station at 10:31 p.m. ET Thursday, taking the fastest ride to an orbital destination since NASA's Skylab missions, 40 years ago.

Hunter and hunted
Chasing down a target in the trackless void of space is not as simple as merely catching sight of it and thrusting towards it. The inflexible rules of orbital mechanics ??motion along orbital paths ? demand precise timing of critical course changes on the part of the vehicle that's doing the chasing.

For any space rendezvous, the first critical time is the moment when the chaser?s launch pad passes below the target?s circular orbit. If the chaser is launched during this moment and heads in a direction parallel to the target's orbital course, it winds up more or less in the same orbital plane as the target. That's the "planar window" for a launch.

But there's another critical timing requirement, having to do with how far ahead the target is when the chaser enters orbit. The target could be at any point in the circular path it follows around Earth, but it's important to choose the right point for launching the chaser.

The numbers give you an idea of the scale of the problem: The space station travels in a circular orbit that averages around 224 miles (360 kilometers) in altitude, and the chaser spacecraft are usually launched into initial orbits averaging around 143 miles (230 kilometers). That lower orbit is faster, both because gravity is slightly stronger there, and because the radius is smaller, which makes each circuit shorter.

For that difference in average altitude, a typical chaser spacecraft will catch up with the station at a rate of 560 mph (900 kilometers per hour). So if the chaser starts out 5,600 miles (9,000 kilometers) behind the station in its orbit, it will take about 10 hours to overtake the station. If it?s 16,800 miles (27,000 kilometers) behind, it would take 30 hours. And it might be even farther.

Flexibility is key
If you have a long period of time available for making your rendezvous ? say, one or two days???you have more flexibility for launch opportunities, even if your chaser spacecraft starts out lagging far behind the station. Mission designers prefer to pick launch days on which the lag falls within a certain range. If it?s relatively far away, the chaser stays lower and faster for a longer period, to make up the lag. If the target is not so far away, the crew flies their ship higher sooner, to slow down the approach rate and arrive at the target at the same desired time.

The fast-rendezvous scenario, in contrast, has very little flexibility. The Soyuz has only a few hours to vary its altitude in order to accommodate a range of possible target distances. The range of acceptable distances between the chaser spacecraft and the space station is known as the "phase window." For a fast rendezvous, the phase window shrinks from what's typically about half of each orbit to as little as 5 percent of each orbit.

There are only a few launch opportunities when the precise time of the planar window also falls within the narrow slot of the phase window. That makes it harder to select an appropriate launch date for a fast rendezvous.

The job was easier back in the '60s, for the early rendezvous missions conducted by NASA and the Soviets. That's because those missions involved launching the target satellite first, and then launching the chaser no more than a few hours later. In such cases, the lag distance for the chaser's launch could be customized to fit the short range for a quick docking.

These days, the only way to approximate that required narrow slot in the sky is to have the International Space Station do an engine burn. This can push the station ahead or behind in its orbit, so that it happens to be at the proper distance at precisely the time when the Soyuz is launched.

That critical orbital maneuver took place a week ago: On March 21, a Progress cargo craft attached to the station fired its thrusters for 11 minutes and 13 seconds, pushing its orbital altitude from 253.5 to 255 miles (408 to 410.5 kilometers). It's just a mile and a half, but it's enough to ensure that the station will be in the right place, assuming that the Soyuz launches at the right time.

For all the virtuosity of the cosmonauts in their steering, the factor that makes the briefer trip at all possible is the target generously maneuvering itself right into the chaser?s sights. And for every quick rendezvous in the future, by Russian or American or other orbital vehicles, the same elaborate target line-up will be required.

An international team of astronomers, including researchers from the Max Planck Institute for Radio Astronomy and from the University of Cologne, successfully identified two titanium oxides in the extended atmosphere around a giant star. The object VY Canis Major is one of the largest stars in the known universe and close to the end of its life. The detection was made using telescope arrays in the USA and in France.

The discovery was made in the course of a study of a spectacular star, VY Canis Majoris or VY CMa for short, which is a variable star located in the constellation Canis Major (Greater Dog). "VY CMa is not an ordinary star, it is one of the largest stars known, and it is close the end of its life," says Tomasz Kami?ski from the Max Planck Institute for Radio Astronomy (MPIfR). In fact, with a size of about one to two thousand times that of the Sun, it could extend out to the orbit of Saturn if it were placed in the centre of our Solar System.

The star ejects large quantities of material which forms a dusty nebula. It becomes visible because of the small dust particles that form around it which reflect light from the central star. The complexity of this nebula has been puzzling astronomers for decades. It has been formed as a result of stellar wind, but it is not understood well why it is so far from having a spherical shape.

Neither is known what physical process blows the wind, i.e. what lifts the material up from the stellar surface and makes it expand. "The fate of VY CMa is to explode as a supernova, but it is not known exactly when it will happen", adds Karl Menten, head of the "Millimetre and Submillimetre Astronomy" Department at MPIfR.

Observations at different wavelengths provide different pieces of information which is characteristic for atomic and molecular gas and from which physical properties of an astronomical object can be derived. Each molecule has a characteristic set of lines, something like a 'bar code', that allows to identify what molecules exist in the nebula.

"Emission at short radio wavelengths, in so-called submillimetre waves, is particularly useful for such studies of molecules", says Sandra Br?nken from the University of Cologne. "The identification of molecules is easier and usually a larger abundance of molecules can be observed than at other parts of the electromagnetic spectrum."

The research team observed TiO and TiO2 for the first time at radio wavelengths. In fact, titanium dioxide has been seen in space unambiguously for the first time. It is known from every-day life as the main component of the commercially most important white pigment (known by painters as "titanium white") or as an ingredient in sunscreens. It is also quite possible that the reader consumed some amounts of it as it is used to colour food (coded as E171 in the labels).

However, stars, especially the coolest of them, are expected to eject large quantities of titanium oxides, which, according to theory, form at relatively high temperatures close to the star. "They tend to cluster together to form dust particles visible in the optical or in the infrared," says Nimesh Patel from the Harvard-Smithsonian Center for Astrophysics. "And the catalytic properties of TiO2 may influence the chemical processes taking place on these dust particles, which are very important for forming larger molecules in space", adds Holger M?ller from the University of Cologne.

Absorption features of TiO have been known from spectra in the visible region for more than a hundred years. In fact, these features are used in part to classify some types of stars with low surface temperatures (M- and S-type stars). The pulsation of Mira stars, one specific class of variable stars, is thought to be caused by titanium oxide. Mira stars, supergiant variable stars in a late stage of their evolution, are named after their prototype star "Mira" (the wonderful) in the constellation of Cetus (the 'sea monster' or the 'whale').

The observations of TiO and TiO2 show that the two molecules are easily formed around VY CMa at a location that is more or less as predicted by theory. It seems, however, that some portion of those molecules avoid forming dust and are observable as gas phase species. Another possibility is that the dust is destroyed in the nebula and releases fresh TiO molecules back to the gas. The latter scenario is quite likely as parts of the wind in VY CMa seem to collide with each other.

The new detections at submillimetre wavelengths are particularly important because they allow studying the process of dust formation. Also, at optical wavelengths, the radiation emitted by the molecules is scattered by dust present in the extended nebula which blurs the picture, while this effect is negligible at radio wavelengths allowing for more precise measurements.

The discoveries of TiO and TiO2 in the spectrum of VY CMa have been made with the Submillimetre Array (SMA), a radio interferometer located at Hawaii, USA. Because the instrument combines eight antennas which worked together as one big telescope 226-meters in size, astronomers were able to make observations at unprecedented sensitivity and angular resolution. A confirmation of the new detections was successively made later with the IRAM Plateau de Bure Interferometer (PdBI) located in the French Alps.

Ezzat Atallah, Egyptian Christian Accused Of Spreading Christianity, Dies In Libyan Detention

CAIRO -- An Egyptian Foreign Ministry official says a man suspected of trying to spread Christianity in Libya has died in prison there.

The diplomat says Ezzat Atallah, who suffered from diabetes and heart ailments, likely died of natural causes. He spoke anonymously Sunday in line with regulations.

Atallah was among five Evangelical Christian Egyptians detained in Libya for allegedly proselytizing in the predominantly Muslim nation.

Last week, Egypt's Foreign Ministry intervened to win release from Libya of 55 Egyptians who were also suspected of proselytizing. Thirty-five of them were deported for illegally entering the country, while 20 were cleared to stay in Libya.

Also, four foreigners under investigation for alleged espionage and proselytizing remain in a Libyan prison. They are a Swedish-American, a South Korean, a South African and an Egyptian.

Five Staff Positions to Watch During Senate Confirmation Hearings on Energy Nominees

The confirmation hearings that Senate committees hold on key administration appointees require intense preparation. Two panels in particular are managing a string of hearings on President Obama?s nominees to his second-term energy and environment team.

Here are four top Senate staffers and one from the House most involved in the vetting process for upcoming hearings on the president?s picks for Energy secretary (Ernest Moniz) and Environmental Protection Agency administrator (Gina McCarthy) and for last week?s hearing on Interior secretary nominee Sally Jewell:

Josh Sheinkman, staff director for Senate Energy and Natural Resources Chairman Ron Wyden, D-Ore.

Sheinkman on Thursday?began staffing the confirmation hearing for Jewell, CEO of outdoor-equipment retailer REI, and he ended the day meeting with Moniz, an MIT professor. So goes the month of March as Sheinkman helps Wyden help Obama get his nominees through what can be a rocky confirmation process. In an interview, Sheinkman described last week?s hearing for Jewell as ?relatively noncontroversial by today?s standards,? but he predicted that Moniz?s hearing, which is not yet scheduled, could have more fireworks. Moniz has worked in the government before, as an Energy Department undersecretary during the Clinton administration, so he has more history for members to pick apart. The questions Moniz will get from Wyden during the hearing won?t be a big surprise, though, Sheinkman said: ?Wyden has a policy of letting nominees know what questions he?s going to ask at hearings.? Sheinkman says he?s ?coming back to his roots? in his new role. His first job for Wyden?almost 20 years ago, when the Oregon Democrat was a member of the House?was as an energy staffer. Since then, Sheinkman has worked on a host of issues for Wyden, including agricultural and tax policy.

Karen Billups, staff director for Senate Energy and Natural Resources ranking member Lisa Murkowski, R-Alaska.

It was no surprise to Capitol Hill staffers that Murkowski promoted Billups, who was formerly chief counsel for the Alaska Republican, to be her staff director when McKie Campbell,?her former staff director,?left for the private sector earlier this year. Billups says that her job now is a little more about process than policy. ?I deal with policy issues when negotiations encounter roadblocks,? Billups said in an interview last week. ?I?m the one who tries to talk to my counterpart on the majority side and see how we can resolve those issues.? Like Sheinkman, Billups is spending much of her time on Obama?s nominations for the Energy and Interior departments, and she also notes the committee will be even busier once the administration releases its budget.

Joe Mendelson, chief climate counsel for Senate Environment and Public Works Chairwoman Barbara Boxer, D-Calif.

In the wake of Hurricane Sandy, Boxer announced in January the creation of a new climate-change position on her panel and plucked Mendelson from the National Wildlife Federation, where he has directed global-warming policy since 2008. Boxer praised Mendelson?s legal work in the landmark Supreme Court case from 2007 that gave EPA the power to control greenhouse-gas emissions. Under the direction of Bettina Poirier, Boxer?s longtime aide and current staff director of the committee, Mendelson will help ensure that McCarthy, currently head of EPA?s clean-air office, makes it to the top of the agency. Her confirmation process could be the rockiest of all the president?s second-term Cabinet choices. Much of Republicans? focus is likely to be on EPA?s greenhouse-gas rules, so Mendelson?s role could be critical.

Zak Baig, staff director for Environment and Public Works ranking member David Vitter, R-La.

Baig is directing Vitter?s staff to dig up as much dirt as they can on McCarthy ahead of her confirmation hearing, which is not yet been scheduled. In her current role as EPA assistant administrator for air and radiation, McCarthy has been the point person on the administration?s regulations controlling greenhouse-gas emissions. ?When you?re in the minority, you still have a lot of power with nominations,? said Andrew Wheeler, former staff director of the committee under then-Chairman James Inhofe, R-Okla. He referred to some nominees Democrats held up during the George W. Bush administration when they were in the minority. ?At this point, the president and EPA have a four-year record, and that is a lot of data that Zak and his team are going to go through.? Baig, a Louisiana native, has worked for Vitter in various positions for 11 years.

Tom Hassenboehler, top energy aide on House Energy and Commerce Committee.

Even though the House doesn?t handle Obama?s Cabinet nominees, Hassenboehler is able to help the Senate Republican minority from his powerful perch in the House. ?We?re in the majority, and we have access to a lot of issues,? Hassenboehler said in an interview. ?We?re happy to help educate their staffs and members.? On top of the policies, Hassenboehler knows the process. He worked for Inhofe in 2008, when the Oklahoma Republican was ranking member on the Senate Environment and Public Works Committee, and vetted Obama?s first-term Cabinet members. House Energy and Commerce Committee Chairman Fred Upton, R-Mich., hired Hassenboehler late last year, which marked a return to the House for Hassenboehler. He worked on the panel for four years during the Bush administration.

Egypt protesters torch buildings, target Suez

PORT SAID, Egypt/CAIRO (Reuters) - Egyptian protesters torched buildings in Cairo and tried unsuccessfully to disrupt international shipping on the Suez Canal, as a court ruling on a deadly soccer riot stoked rage in a country beset by worsening security.

The ruling enraged residents of Port Said, at the northern entrance of the Suez Canal, by confirming the death sentences imposed on 21 local soccer fans for their role in the riot last year, when more than 70 people were killed.

But the court also angered rival fans in Cairo by acquitting a further 28 defendants whom they wanted punished, including seven members of the police force, reviled across society for its brutality under deposed autocrat Hosni Mubarak.

Security sources said two people, a man in his 30s and a young boy, had died in Cairo from the effects of tear gas and rubber bullets. A total of 65 people were injured.

Saturday's protests and violence underlined how Islamist President Mohamed Mursi is struggling - two years after Mubarak's overthrow - to maintain law and order at a time of economic and political crisis.

Islamist groups and parties backing Mursi warned against a looming security breakdown and called on their followers to form popular protection committees to guard the streets and public property should police fail to do so.

The presidency said in a statement that the protests had not been peaceful and condemned violence against property. The cabinet issued a similar statement and called on Egyptians to unite and respect court rulings.

On Thursday, Egypt's election committee scrapped a timetable under which voting for the lower house of parliament should have begun next month, following a court ruling that threw the entire polling process into confusion.

The stadium riot took place last year at the end of a match in Port Said between the local side Al-Masry and Cairo's Al-Ahly team. Spectators were crushed when panicked crowds tried to escape from the stadium after a pitch invasion by Al-Masry supporters. Others fell or were thrown from terraces.

DEATH BY HANGING

Judge Sobhy Abdel Maguid, listing the names of the 21 Al-Masry fans, said the Cairo court had confirmed "the death penalty by hanging". He also sentenced five more people to life imprisonment while others out of a total of 73 defendants received shorter terms.

In Cairo, local Al-Ahly fans vented their rage at the acquittals, setting fire to a police social club, the nearby offices of the Egyptian soccer federation and a branch of a fast food chain, sending smoke rising over the capital.

A military helicopter scooped up water from the nearby Nile and dropped it on the burning buildings.

"Ultra" fans, the section of Al-Ahly supporters responsible for much of the violence, said they expected retribution for those who had planned the Port Said "massacre".

"What is happening today in Cairo is the beginning of the anger. Wait for more if the remaining elements embroiled in this massacre are not revealed," the Ultras said in a statement.

In Port Said, where the army took over security in the city center from the police on Friday, about 2,000 residents who want the local fans spared execution blockaded ferries crossing the Suez Canal. Witnesses said youths also untied moored speedboats used to supply shipping on the waterway, hoping the boats would drift into the path of passing vessels.

Military police recovered five speedboats and brought them back to shore, but two were still drifting, one witness said.

Authorities controlling the Canal, an artery for global trade and major income source for the Egyptian government, said through traffic had not been affected. "The canal ... is safe and open to all ships passing through it," Suez Canal Authority spokesman Tarek Hassanein told the MENA news agency.

ISLAMIST BACKUP

Hazem Salah Abu Ismail, a popular Salafi preacher, condemned attempts by the opposition and youth groups to "burn the country down" as a pretext to create a power vacuum and bring back military rule.

"We will face any attempts by the opposition ... to bring back military rule. We have popular blocs to protect and guard," Ismail said.

The Salafi Al-Nour Party and the Gama'a al-Islamiyya, blamed for a spate of violence in Egypt in the 1990s, made similar statements, calling on their followers to replace the police force should it pull off the streets.

General Ahmed Wasfy, who heads the army division in Port Said rejected calls for a return to military rule. The military is in charge of security in Port Said and other canal cities.

"The Egyptian armed forces is a combat institution not a security institution. No one can imagine the army replacing the interior ministry," he was quoted on MENA as saying.

In a separate security threat, the Interior Ministry ordered police in the Sinai peninsula to raise their state of alert after receiving intelligence that jihadists might attack them, MENA reported.

Officials have expressed growing worries about security in the desert region, which borders Israel and is home to a number of tourist resorts.

Last Thursday, Bedouin gunmen briefly held the head of U.S. oil major ExxonMobil in Egypt and his wife. The Britons, who had been heading for a Sinai resort, were released unharmed.

General unrest is rife as Egypt's poor suffer badly from the economic crisis. Foreign currency reserves have slid to critically low levels and are now little more than a third of what they were in the last days of Mubarak.

The Egyptian pound has lost 14 percent against the dollar since the 2011 revolution and the budget deficit is soaring to unmanageable levels due to the cost of fuel and food subsidies.

Budget Cuts Keep Freshman Senators in the 'Swing Suites'

The across-the-board cuts to the federal government?s budget are exacerbating an already convoluted process for new senators moving from cramped temporary digs to their permanent offices.?

?We?re told that the sequester is slowing it down,? said Kay Rand, the chief of staff to Sen. Angus King, I-Maine, when National Journal Daily recently visited the newly elected member?s temporary office space, an old, small hearing room in the Russell buidling.

The Senate Rules Committee, which oversees process, told Rand the move would be delayed by about a month because of sequestration, the $85 billion in automatic cuts to the federal government that went into effect March 1. A recent meeting of Democratic chiefs of staff included discussion of the sequestration?s impact on moving, according to a Democratic Senate source who would only talk on condition of anonymity.

Because of the delay, Rand said she expects to be operating out of the hearing room until June, a month longer than normal.

?It?s like a call center,? Rand said. ?We?re replacing all of our large desks with smaller desks so that we can fit more people.??

But they don?t have enough room for the number of staffers they would like to hire, and they don?t have adequate space for constituents eager to meet with their new senator. The situation is prompting King to find a better way to execute the process to move what are increasingly larger classes of new senators into the Capitol complex.

?We?re working on ways to expedite the process so that there isn?t such a long lag time between when we come here and get into our offices,? King told National Journal Daily late last week. King, who sits on the Rules Committee, added: ?The freshman class have agreed among ourselves to shorten our decision time, which will compress the schedule, and I?m also working with the chief of staff of the committee on whatever other ideas we can come up with.?

Because they?re last in Senate seniority, most of the dozen new members elected in the 2012 cycle are last to choose their permanent offices and must wait until April to view what permanent office suite they want. According to Senate rules, they have at most a day to choose, at which point workers employed by the Architect of the Capitol begin the moving process.

?Offices were warned of a potential delay in the moving process because of sequestration?s effect on the Architect of the Capitol?s office,? said Brian Fallon, a spokesman for Rules Committee Chairman Chuck Schumer, D-N.Y. ?The timetable for each senator to choose an office should not be affected by sequestration.?

Other freshman senators are also grappling with less-than-ideal temporary quarters. Sen. Ted Cruz, R-Texas, considered one of the most high-profile freshman senators because of his outspoken support for tea-party positions, is operating out of a cramped space in the Dirksen basement, next door to the similarly small offices of a few other freshman senators, including Democrats Mazie Hirono of Hawaii and Chris Murphy of Connecticut.

?Sen. Cruz hit the ground running, but we?re running with a thin staff,? said Chip Roy, Cruz?s chief of staff, in a recent interview in their office?s only conference room. ?We still only have about half a policy staff, because frankly, we don?t have space to hire them.?

Roy, who shares an office with Cruz, said they have about 25 people in their office now.

The office of Sen. Heidi Heitkamp, D-N.D., is a small space on the ground floor of the Dirksen building with windows, which is a luxury for temporary offices. ?I think they gave us a littler nicer space because we?re number 100?last?in the office lottery,? Tessa Gould, Heitkamp's chief of staff, said with a laugh.

The office lottery Gould referred to is the system that puts in single-file line a dozen senators all being sworn in on the same day, who thus have the same level of Senate seniority. The system considers, among other factors, whether the senator is a former House member and whether the new senator spent time in a previous administration. The last factor is state population. With fewer than 700,000 people, North Dakota is the third least-populated state in the country, which explains in part Heitkamp?s dead-last position in the lottery.

The ?swing suites??as the temporary offices are nicknamed on Capitol Hill?of two high-profile Democratic senators, Tammy Baldwin of Wisconsin and Elizabeth Warren of Massachusetts, are near each other in a big trailer in the courtyard of Russell. Constituents often have a hard time finding both their offices.

As a reminder that life isn?t fair, Sen. Tim Scott, R-S.C., who was appointed in December to replace Sen. Jim DeMint, R-S.C., is already moved into his permanent office, DeMint?s cushy old suite in Russell. The new digs give Scott?s employees enough space to staff up.
